THE PROBLEM OF UNPUBLISHED ARCHAEOLOGICAL EXCAVATIONS

An international archaeological symposium was organized in Nicosia between the 25th and 26th November 1999 by the Cyprus Department of Antiquities and the Anastasios G. Leventis Foundation to discuss the problem of unpublished excavations. A representative from UNESCO also attended to present that organization's views. It was attended by twelve scholars from neighbouring countries and directors of foreign schools, by Cypriote scholars and other interested persons.

Several views were heard concerning the specific problems faced by Cyprus and other neighbouring countries with respect to the delay in publication of excavations. From the discussions which followed a number of conclusions were drawn and a resolution was unanimously carried.

The resolution recommends, inter alia, that the directors of Antiquities Departments should withdraw excavation permits from archaeologists who have not published the results of their excavations five years after completion, in accordance with the relevant recommendations of UNESCO. Excavation permits should be issued only to those who, because of their qualifications, collaborations and other means at their disposal, guarantee the publication. It is also proposed that Antiquities Departments of all countries should require that every excavator shall deposit, upon completion of each excavation season, copies of all plans, drawings and photographs of his/her excavations, together with a preliminary report.

The results of the symposium will be published. In the meantime, the resolution will be widely circulated among universities, academics and other organizations and will be published in archaeological journals. The goal is to persuade UNESCO to propose to member states an international convention that will guarantee the proper and speedy publication of archaeological excavations.

INTERNATIONAL CONFERENCE ON UNPUBLISHED EXCAVATIONS

RESOLUTION

1. We are fully aware of the gravity of the problem of unpublished archaeological excavations and surveys and the need to deal with it as urgently as possible.

2. We urge all government and non-government authorities (Ministries, Antiquities Services and Archaeological Institutions) to take all possible measures in order to ensure that:

a) No permits are made available for further excavations and surveys by archaeologists who have not yet submitted for publication final reports or the results of excavations and surveys carried out by them in one or more countries.

b) Authorities responsible for Antiquities should make sure that permits to excavate and conduct surveys are issued only to experienced archaeologists whose team includes architects and other appropriate experts, and who are supported by a learned institution which will ensure publication, promptly and adequately.

c) In accordance with the resolutions adopted by UNESCO in 1956 at New Delhi, Antiquities Services should determine a timetable for the preparation of preliminary and final excavation and survey reports. If this timetable is not adhered to, material from excavations and surveys including material from excavations and surveys conducted by archaeologists who are incapacitated or have since died, should be allocated to other archaeologists to publish.

d) Copies of excavation and survey documentation, together with a preliminary notice on the results of the excavations and surveys, should be deposited with the Antiquities Service at the end of each season.

3. We ask all governments to allocate sufficient finds and to offer all other facilities to their respective Antiquities Services in order that archaeologists may be able to study and publish in a final form the results of all their excavations and surveys, including rescue excavations and surveys.
